The High Emitter Replace or Scrap 2 (HEROS2) program seeks to take polluting vehicles off the road by offering a cash incentive to consumers to scrap their vehicle and an additional incentive to replace it with a newer, more fuel-efficient vehicle. The program is available through eligible automobile dealers and dismantlers located in the South Coast Air Basin, which includes all of Orange County and the urban portions of Los Angeles, Riverside, and San Bernardino counties. Consumers with qualifying trade-in vehicles may receive between $1,000 and $4,000 to scrap their vehicle or to replace it with a qualifying newer vehicle. The program is sponsored by the South Coast Air Quality Management District in conjunction with The Foundation for California Community Colleges.
